(b) the contracting agent sends the final invitation to all potential tenderers; It describes: – (1) the nature of the requirements in relation to the mission capabilities required, without reference to specific systems to meet the requirement; (2) Identify and, if applicable, explain the timing, performance and target costs and any known limitations of the acquisition; (3) provide or indicate how access to all government data related to the acquisition can be obtained; (4) Inclusion of selection requirements consistent with the acquisition strategy; and (5) A clear statement that each supplier is free to propose its own technical approach, key design features, subsystems and alternatives to schedule, cost and capacity targets. (6) Require the use of an earned value management system that complies with the guidelines of Electronic Industries Alliance Standard 748 (EIA-748) (current version at the time of application). See 34.201 for earned value management systems and reporting requirements. (c) To the extent possible, the application shall not refer to or require governmental specifications or standards, unless the Agency imposes a subsystem or other component approved in accordance with the Agency`s procedure. 34.005-3 Conceptual exploration contracts. To the extent possible, contracts to be executed during the exploration phase of the concept should be concluded for relatively short periods at the planned level in dollars. These contracts aim to refine the proposed concept and reduce the technical uncertainties of the concept. The scope of work for this phase of the program must be consistent with the government`s budget for this phase. Follow-up contracts for such tasks in the exploration phase will be awarded as long as the conceptual approach remains promising, the contractor`s progress is acceptable and economically feasible. 34 005-4 demonstration contracts. To the extent possible, contracts for the demonstration phase should provide for contractors to submit low-cost proposals for full development by the end of the phase, fully funded by the government.
The procuring entity should provide contractors with the operational testing conditions, performance criteria, life-cycle cost factors and any other selection criteria that contractors need to prepare their proposals. 34.005-5 Comprehensive development contracts. To the extent possible, comprehensive development contracts should provide for contractors to submit low-cost production proposals based on the latest quantity, schedule and logistics requirements and other considerations taken into account in the production decision. 34.005-6 Full production. Contracts for the full production of large-scale systems successfully tested and selected in the overall development phase may be awarded if the Head of the Agency – a) reaffirms the needs of the mission and the objectives of the programme; and (b) authorization to continue production.
