International Cooperative Agreements

OECD Inventory 2017 of International Co-operation Agreements between Competition Authorities (MoUs) The host institution determines whether an FSU student/research scientist is allowed to take courses while attending the institution. However, if the FSU student/researcher plans to transfer a loan to FSU, he/she should speak to his/her department and the Director of Exchange Program and Intercultural Programs at the Center for Global Engagement to learn about loan transfer procedures. FSU has policies and procedures in place for students who wish to enroll directly in an international institution and transfer loans to FSU. Cooperation agreements do not add to or consume the university`s E&G funds and do not commit the faculty member, department or college to budget for expenses. The department or college may decide to provide some level of support for activities arising from a general agreement, such as. B supporting an international conference or visiting researchers, providing participants with offices, access to the library, etc., in order to comply with FSU policy. However, nothing in the agreement itself obliges them to do so. International Cooperation Programs (ICPs), sometimes referred to as International Armaments Cooperation (IAC), involve the establishment and implementation of Defence Procurement Partnership Agreements with allied and friendly countries and international organizations. Defence procurement personnel considering ICPs in areas such as technology projects and procurement programmes must take into account a number of complex national and international contexts. Although the business is complex, the rewards are great. ICPs have the potential to significantly improve interoperability for coalition warfare, leverage the program`s limited resources, and obtain the most advanced and advanced technology from the global technological and industrial base. Cooperation agreements serve as a formal framework for exploring partnership activities and identifying future efforts.

When a specific collaborative project is identified between the two institutions, an addendum or additional agreement must be developed to describe the details of the project. The preparation and negotiation of draft agreements can be a long process. The Coordinator of International Partnerships will be able to provide advice on an indicative timetable. Priority is given to urgent agreements. The University has about 300 active agreements with international institutions that are processed (or registered) by the Exchange Programs and Partnerships team, including: A collaboration agreement is a written agreement that the FDA may enter into with one or more foreign governments or international partners that outlines the will and intent of the FDA and its counterparts, to participate in cooperative activities. Cooperation agreements can have a variety of titles, including “Memorandum of Understanding”. We also encourage faculty members to invite researchers working at international universities to participate in Koç University`s Visiting Scholar Program so that we can lay the foundation for research-driven and long-term partnerships. Challenges of international cooperation in the application of competition law (2014) Each section of the list is listed with the relevant provision of the 2014 OECD Recommendation on International Cooperation in Competition Investigations and Procedures and a list of relevant clauses of the 15 bilateral co-operation agreements. Where applicable, the list of relevant clauses includes provisions of five second-generation agreements (i.e. agreements containing provisions allowing the exchange of confidential information in certain circumstances without the prior consent of the source of information) and two specific cooperation agreements on positive circumstances.

We also work with private institutions such as NGOs, associations, foundations, academies or commercial companies. These relationships are formalized in various legal instruments such as cooperation agreements and declarations of intent. The university uses standard templates for all types of agreements listed below. Agreements that differ from standard templates must be reviewed by the Office of International Programs. – Our JST International Cooperation Programme (ICH) provides PMO/IPT with practical advice on the identification, formulation, discussion, negotiation and implementation of different types of international ICP agreements. Cooperation agreements are not suitable for cooperation with full-time students who enroll in credits at partner institutions. They are also not an appropriate way to attract visiting scholars and/or international students who wish to complete a full class load at FSU. Visiting scholars and research students enrolled at another university may come to FSU and use FSU`s research facilities, participate in departmental research activities, and receive advice and mentorship from an FSU faculty member. However, if a visitor covered by a cooperation agreement wishes to conduct an audit at FSU to obtain credits or take courses, they must register by admission and pay the applicable tuition fees.

In addition, research students are not allowed to take a full class load during FSU. The focus of the J-1 Research Scholar visa category is academic research and collaboration; U.S. federal regulations state that J-1 Research Scholar visas “are intended for the realization, observation, or counseling of research projects at research institutions. A researcher may also teach or teach unless prohibited by the sponsor. “Cooperation agreements are only valid for a certain period of time (usually 5 years), after which the contract is evaluated and then renewed, revised or terminated. They are signed at institutional level to cover the general cooperation activities of all units of the institutions, but can also be carried out between certain colleges, departments or units. – Our International Business Planning JST addresses PMO/IPT level considerations for programs that plan and implement one or more ICP agreements in parallel with potential or ongoing FMS (Foreign Military Sales) activities. International agreements formalizing the University`s international partnerships are entered into through a consultation, negotiation and approval process in accordance with the University`s rules and procedures. The legal basis for cooperation shall be laid down in the cooperation agreements. Today, we have agreements with a number of international organizations, such as: cooperation agreements are drawn up through mutual negotiations in accordance with the relevant legal instruments, and then signed by authorized representatives of the parties.

However, the agreements are living documents and can be amended or replaced by new agreements if necessary and agreed by both parties. The University`s Office of the Vice-President of Research and Development provides support for all research agreements (commercial, governmental and non-commercial) that involve the management of research and intellectual property. FSU research professors and students may attend an international institution for research purposes with or without a collaborative agreement, provided they follow FSU policies and procedures to obtain approval. In addition, new research teachers and students may attend fsu for research purposes with or without a cooperation agreement. In a global context, no organization can act effectively on its own. Cooperation with other relevant institutions capable of providing additional support or knowledge is needed. To this end, we have established strong relationships with a wide range of partners – international intergovernmental and non-governmental organizations, as well as private entities – who share our areas of interest. The first step in establishing an international agreement (of a type managed by the Exchange Programs and Partnerships team) is to complete a proposal to negotiate an international agreement (proposal) that includes the relevant details of the proposed agreement, including the parties, the scope of the proposed activities, and the benefits to the university. (Note: Co-guardianship and double degree or joint agreements have a different initiation process and do not use the proposal form). The DAU/DSMC International Faculty has also developed four JSTs specifically designed to assist Program Management Offices (PMOs) and their Integrated Product Team (IPT) support staff in identifying, evaluating, developing, negotiating and implementing ICPs and international PIC agreements: AT&L/International Cooperation and the DAU Defense Systems Management College (DSMC) – International Faculty have a separate international faculty Agreement Neighborhood Watch has established a team site to support government support staff and DoD entrepreneurs responsible for developing, negotiating, and signing international DoD-ICP agreements. .
