This document may be updated if an agreement is reached on other matters related to the collective agreement. In February 2017, members of the Thunder Basin Grassland Prairie Ecosystem Association entered into a programmatic applicant conservation agreement with assurances, a candidate conservation agreement, and a conservation agreement to achieve demonstrable conservation of foot grassland and shortgrass grassland ecosystems. Species that depend on these habitats in northeastern Wyoming include the Greater Sage-Grouse, Sagebrush Sparrow, Brewer`s Sparrow, Mountain Plover, Iron Falcon, Terrier Owl, and Black-tailed Prairie Dog. In return, registered landowners receive 30 years of coverage for random “catch” if the animals are to be registered under the Endangered Species Act. Candidate Custody with Insurance Agreements (CSAs) extend the success of traditional ACAs by providing additional incentives for non-federal landowners to voluntarily adopt proactive conservation through insurance that limits future conservation obligations. One of the main reasons for developing the CCAA program was to address landowners` concerns about the potential regulatory impact of a listed species on their lands. The CCAA program is specifically aimed at non-state owners and gives them peace of mind that if they implement various conservation measures, they will not be subject to any additional restrictions if the species is listed under the ESA. These assurances are only available to non-federal entities for measures on non-federal lands. The service has created guidelines that combine the use of CCAs and CSAs to promote broader collaborative conservation to avoid having to list species found at the federal and non-state levels. Developed in response to the request of non-federal landowners, this guide has the potential to provide more assurance that if a species is added to the list despite their efforts, they will not have to make significant additional changes to their federal or non-state activities.
